Welcome to the forum, you might want to have a look at the following FAQ which explain where everything is
Welcome to Benefits and Work
I am afraid the DWP have no legal obligation to honour any PCA re-assessment date, if you have now received notice that your IB is being transferred to ESA, then there is no way to halt or delay the process.
Please have a look at our ESA Claim guides
www.benefitsandwork.co.uk/help-for-claimants/esa
You might also want to have a look at our Transfer FAQs
IB/IS/SDA transfer FAQs
There is an electronic version of the ESA50 which can be completed on your PC.
Using The PDF Version Of The ESA50 Questionnaire
If you have any specific questions on the transfer, please reply to this post.

'where possible, the date of a claimant's re-assessment will be based on the review date of their Personal Capability Assessment. Claimants exempt from undertaking a Personal Capability Assessment will have a review date set[/i]. www.dwp.gov.uk/docs/ib-reassessment-information pack.pdf
Sort of naively thinking I might be able to make them stick to this? (if I loose contributions based benefit then I may loose benefit as wife works more than 24hrs ... so fighting)

I think you have answered your own question;
"where possible"
The intention is for the project to be completed by next April, although I do not think that the DWP have issued any updates as to their progress.
