I am looking for clarification regarding whether or not there is still an upper threshold of one third of income from non means tested benefits that can be clawed back to recoup an overpayment of benefit.
Also wish to find out what, if any, upper threshold applies when the person's present income does not come from benefits.

I am afraid that this is not an area of benefits that we deal, a quick internet search suggests that it may be dependant on which benefits are involved and the agency that issued them.
I would recommend that you get face to face advice, the CAB usually have debt advisors in their main offices.
