nine weeks atos has had my esa form, its an ib to esa change. phoned they said the doctors still have not decided if I have to have a face to face. whats the hold up.they have all my old ib records.

It is upsetting when things take so long, isn't it? I'm afraid that it really isn't overly long in the scheme of things, it was nearly 5 months before I heard anything from ATOS after my ESA50 went in (although I was a new claim, not an IB/ESA transfer)! I'm afraid that there is little you can do to speed up the process, other than keep on their backs as you are doing.
How long until they make a decision?
I don't know how long DWP actually keep your records for, and I don't think they routinely refer to them when deciding your next claim.

thank you when I had the phone call about the change over I said I did not know how to go about getting evidence she said they would use what they have, im a facet syndrome disc degeneration and spondilosis the had a big file when I went on ib from hospital records and gp. so I will proberly be sent down the hell hole again for a good old interigation deppressing

In information gained from the DWP via an FOI request, they only tend to retain documentation for around 14 months.
With regards to to your assessment and the ESA50, ATOS have stated that your ESA50 and any supporting evidence will be viewed in a standalone capacity.
In other words, it is highly unlikely that the assessing ATOS HCP will have access to any of your old records/medical reports.
ATOS also state than when carrying out a reassessment of ESA, that the above applies, further the assessing HCP would not be aware of which group of ESA one was previously in.
