DLA form refused, passed to PIP

A friend telephoned to claim DLA on 13th May this year, the form was sent out with a return by date of 24th June. She filled it in and sent it off in good time for the deadline. She is now being told (in a phone call from DWP) that her form has been passed to the PIP unit, and she was given a number supposedly for that unit.
She called the number, but it had nothing to do with PIP.
Is this a correct or fair way to deal with her claim? Is there anything she should do to get her claim back on track? That form is not easy to fill in, it takes its toll of our emotions, our limited energy, it all seems awfully unfair to me.

It all depends whether they were in the trial area for PIP or not?
If they were then they were too late to make a new claim for DLA and should have made one for PIP.
If they were not in the trial area, then there is no reason why they should not have made a claim for DLA.
Either way they need to get back in touch with the DLA Unit in Blackpool
