Hi M,

It means that there will be a set limit/cap on how much can be spent on welfare as a whole, not on any particular benefit.

Obviously, if the Chancellor thought that the current welfare spend at that time was going to exceed any set limit/cap, they would have to look at what further cuts to any of the welfare benefits could be made, in order to avoid exceeding the limit/cap.
