I have got a DS1500 for a family friend who already has the lower rate attendance allowance. I phoned DWP to check out what the procedure is and was told to write a covering note and send the form with it. I am a little concerned that this may not be the correct information. Could anyone confirm if this is right... Thanks

Yes, you now need to send the DS1500 to the DWP, keep a copy of the form and the letter you send.
You will need to include the person's National Insurance number in the letter.
