Does anyone know how they decide on prognosis times? What i'm thinking about specifically is, if it's obvious that someone will never work again why do they put people in support group for less than 3 years and reassess them after 1 or 2 years etc. Is it because they think the person might actually recover?

It is often impossible to figure out the workings of a Decision Maker's mind! However, I think the theory is that even people who are not expected to recover might be able to adapt to their limitations.
