Am I correct with this thinking?
If next April the new ESA (+ Support Group Component) rate has overtaken what you received when you were migrated over from IB to ESA will you get the new ESA rate in April?

Yes, you are correct that you will get the extra when ESA overtakes the amount you were getting on IB.

Out of interest if you're still on IB what % rise will you get? Is IB also capped to the 1% or does it rise with what the rate of CPI is in September?
