OK. there is no right answer to this, there is no minimum hours
If your sister no longer believes that she meets the requirements for ESA as her condition has improved, then she should notify the DWP and claim JSA.
If her condition has improved, but she still thinks that she meets the criteria for ESA, then she can try Permitted Work, if this is successful then she can come off of ESA and move it to normal employment.
Providing she continues to meet the criteria for ESA there is no problem searching for a job while she continues to claim it, but she must notify the DWP if she accepts a job, as she cannot be in remunerative work and continue to claim ESA, with the exception of PW.
