She's just received a letter from her consultant describing her problems; so can she send this letter ahead of the assessment in the hope that atos will take any notice of it or is it better for her to take it with her to the assessment again in the hope that the "HCP" will take any notice of it? Or should she just hang onto it in the [hopefully] unlikely event that she needs to request a reconsideration or go to an appeal and needs to present additional medical evidence.

I would send a copy to ATOS and the DWP, care of the "Decision Maker" and take a copy to the assessment, new evidence presented at the assessment is covered under 4.2.5 of the WCA Handbook.
