Then you, or whoever is considering claiming CA, need to consider whether their doing so is consistent with their Care and/or Mobility needs.
Whilst there is no definition of what a Carer is expected to do, there is a requirement that they provide "care" for at least 35 hours a week.

I think the point that Gordon was trying to make that there could be a problem if two people were receiving CA/CP for providing care for each other if they were both in receipt of DLA/ESA, themselves.
This could be the case if the caring duties were contradictory to the award of DLA/ESA that they were in receipt of themselves.
e.g. If a person who was in receipt of DLA or ESA for physical limitations was providing physical care for another.
Whereas it may be accepted that a DLA/ESA recipient who had mental health problems was perfectly capable of providing physical care for another, and vice versa.
I know of couples who are both in receipt of HR Care, and yet receive The Carer Premium for providing Care for each other due to the type of care that they are providing, and the nature of their own limitations/care needs.
Just something to be aware of.

People in receipt of certain benefits cannot claim Carers Allowance because of what's called the 'overlapping benefits' rules.
