PIP and Blue badge question

I have had my Blue badge taken away because when it was due to be renewed last year my symptoms were not 100% of the time, so im going for my Blue badge assessment in April to try and get it back, there seems to be a difference in criteria, you said that we need 8 mobility points on PIP to get a blue badge which is being able to walk between 20-50 meters but the info ive received from the Blue badge people says i wont get it if I can walk more than 20 meters.Am I confusing myself or is there a glitch in their assessment, I want to argue the point with them but not sure if Ive got it right,apologies if ive got mixed up

I notice the link goes to information from Feb 2012 but PIP was born on the 13th April 2013 so rules may have changed since the advise was written.

Hi does that mean blind people are ineligable now?
