Thank you Gordon. That helps to make it clearer (I think! - Yes it does, but my goodness is it complicated.) So in a nutshell really it seems that if people are in a postcoded area they should go ahead with the application if asked to do so as in actual fact the October 2015 onwards piece that we have in writing, isnt an argument in itself not to go ahead with the application if invited earlier to do so. Will it really be possible in that time prior to 0ctober 2015 to get around to everyone even in the postcoded areas though?

There are already considerable delays in the PIP system and whilst the waiting time is improving it is still about 6 months.
They have added to the postcode list since it was put in place at the end of last October, but not at any great rate, with 18 months to go I would expect all of the country to be covered by October 2015, but both assessment companies appear to have major issues with the system at the moment, Capita are reported to have major issues with the quality of their assessments and ATOS cannot resource the areas that they are contracted to cover. Capita can deal with their problem by training, although this obviously requires staff to be taken "off the line" for this to happen, ATOS's problems are more fundamental and are unlikely to be helped by their forced departure from the ESA system.
The bottom line is that all of IDS's radical reforms of the welfare system have been poorly thought out and even more poorly implemented, we are all going to be suffering from them for many years to come.
