No, you can't. For example on the going out question - someone with agoraphobia whose mental distress is so great that they only leave the house for hospital appointments - will not score for supervision - because even if or when supervision is available they still don't leave the house. That's just one example.
If a claimant would not use supervision if or when it is available - they will not score for it. If the decision-maker believes there is no need for the supervision - a claimant will not score for it.
