Gordon, this roll out due at review dates would be contrary to Justin Tomlinson GOV.UK press release of 29 May 2019 where he said
"Applying this change to new claimants is the first step and it will be extended to existing PIP claimants above State Pension age in the coming months."

I don't see why that would be the case.
But to repeat, we have no more information than the statement and a press release by the DWP. This is not a legislative change but an operational one so the DWP may implement it in multiple ways depending on the claimant's circumstances.

Thank you for posting. I suspected this might happen. My award runs out in December 2020 and it's good to know what to expect.

This is an FOI answer from the DWP on this very subject, with an exemplar letter. It looks positive, but as Gordon says, you can never count on anything until it happens.
