Surely the welfare reform bill has got to be passed before they can do this? Isn't this a breach of our human rights? Is there anyone in parliament sympathetic to this? What if there was a petition we sent on line got 100,000 signatures wouldn't they have to debate the issue. Why are they sending out letters if the bill has not been passed?

It's probably their way of saying that they believe the Welfare Reform Bill is a forgone conclusion.
