All 3 of those reasons would be impossible to prove
1. Was not sent out (I don't have a crystal ball)
2. Addressed incorrectly (again no crystal ball)
3. Circumstances that it was not received (still no crystal ball)
I appreciate what you are saying but they make things so difficult for us.

All correspondence from the DWP should have an audit trail, less so for ATOS, so you can request the date it was printed and details of the address they have on file for you, as to the post at your end, there have to be "reasonable" problems, for example a strike in your area, the royal mail have recorded other examples of mail going missing in your area, etc.

I am sure that there are a variety of issues that may be accepted should the need arise.
If you are concerned that an appointment letter has been lost then the first thing to do is to contact ATOS to find out whether one has been sent.
Contact ATOS

Received a brown letter through the door today.
below is the contents of the letter that differ from the uprating letter received earlier in the year.
It wasn't very clear to me if it was a decision letter or another letter about rates payable.
I phoned them up and was informed I remain in the Support Group for 3 years.
I requested a SOR and was told one would be sent out.
THE CLAIM FOR EMPLOYMENT SUPPORT ALLOWANCE
We have looked at your claim again following a recent change
From 11 April your Employment and Support Allowance will be £xxx.xxp
Your circumstances mean you qualify for a Christmas Bonus Payment. This will be paid first week of December. The amount payable is £10.00
HOW YOUR MONEY WILL BE PAID
The money will be paid every two weeks for as long as you are entitled to Employment and Support Allowance

Congratulations on the award.
I don't think this latest letter qualifies as a Decision Letter either, it may still be in the post but if you really want one you may have to chase the DWP for it.
