If I ring DWP because my condition has deteriorated before my award is due for review (3 year award|), can they require me to make new claim and state that my existing ward will end if I do not send new paperwork within 4 weeks?

If you report a Change of Circumstances then it will result in a full review of your claim, new claim form and almost certainly a face to face assessment.
