As there is such a delay, is it better to ask for a PIP transfer or maybe PIP will be scrapped... They are so way behind schedhule? Can anyone advise. From what I can see PIP seems to be more like an ESA point scoring exercise.

That's a decision that only you can make, PIP is a significantly more difficult benefit to receive, so if you are happy with your current DLA award why would you rush to change?
I'm afraid PIP is here to stay.
