PIP does not come under the UC umbrella so will not be effected.
As to his ESA, first it will only be an issue if he is moving to a UC full service area.
Even then it will only be effected if he has to make a new claim for UC for some other reason, for example because he has changed Local Authority and needs to make a new claim for Housing Benefit.
Lastly it will only effect him if he is receiving Income Related ESA.
If there is a transfer then it should not require him to be reassessed, his existing ESA should be moved automatically to UC. The only difference is that his payments will switch from fortnightly to monthly.
