I vaguely seem to remember reading somewhere that the way paper based appeals were being dealt with had changed which is resulting in a longer waiting time for them to be heard. Is this correct please and could you advise? Thank you M

I'm not aware of any changes to the appeal process.
The issue with Paper hearings is that they are often scheduled for the gaps in the panel's diary which occur when appeals are cancelled but with more appeals being made, the wait times for all hearings are just getting longer.
