I'm afraid your terminology does not make sense, do you mean the Disability Element for WTC? Severe Disability Allowance is a separate benefit that hasn't been award for some considerable time.
Carers Allowance is claimed against a disability benefit such as the Care component of DLA (medium or higher rate) or the Daily Living component of PIP. The carer claims CA against the benefit of a caree and must be able to provide a minimum of 35 hours of care a week, there are also restrictions on how much they can earn.
