I understand contribution ESA is to be replaced by New ESA. When will this change take place? Also, is this just a change in the name? I was thinking in particular about the rules about Permitted work. Will these rules remain the same under the New ESA?

It will be at least a couple of years, there are no functional differences between ESA(CB) and New ESA, however the latter uses the UC based legislation so some of the references are different.
I'm not aware of any changes to UC providing you are only receiving ESA(CB), this will not be the case if there is any ESA(IR) in payment.
