The policy in Northern Ireland, I'm not aware of any variation in this, is that the assessment report is only released when a Decision has been made, no legal basis for this policy has been provided but it's difficult to argue against as any complaint would likely take longer to resolve than for a Decision to be made.

We have had a few members report problems on the mainland but usually another call sorts it out.
