I think that this is the annual ESA Entitlement Letter as it makes reference to payments from April 2019 and not a Decision Letter.
You can check by either contacting the DWP office dealing with your claim, or if you are unwilling to do this Maximus, to see whether they were able to a Paper Based Review.
