I'm afraid the "I have advised him to rest" and "travelling any long distance can put his health at risk" may have undermined the letter, that's why the assessments have been booked, that's why I am saying to go back to his GP.

It's not complicated they just have to use words like "I have advised him he must rest", "travelling any distance will put his health at risk", "cannot attend at your offices".
