At present I am awaiting PIP tribunal date.

If I win does it count as a change of circumstance and will be moved from ESA C) to UC?

No, PIP is not a UC benefit and neither is ESA(CB).

With universal credit is it means tested taking into account savings?

Yes, it does. Deductions over £6000 and no payments if over £16,000. It is household savings and assets.
