Can you tell me how soon is it possible to re-apply for PIP if you have been turned down initially?

There's no waiting period you can re-apply immediately but you will need to give some thought as to why your previous claim failed.

Many thanks Gordon. Do you know if it is similar for ESA? I had a feeling it was a minimum of 6 months or something.

No, it is not similar to ESA, as I said you can re-apply immediately.
