When you say "How do I get the disability premium', am I correct in assuming you mean 'severe disability premium' (SDP)?
To be eligible for a SDP you have to fit the qualifying criteria, the first question I would ask, does your parner claim PIP/DLA or AA , and are they in receipt of care/daily living component, if the answer to the above question is no, then you will not be able to claim SDP.
You also cannot claim SDP if you are in receipt of CB ESA only, see the following link for more information:
