Yes they can both apply for Attendance Allowance (AA), phone DWP on 0800 731 0122 as soon as possible, remember with AA you cannot ask for an extension when completing the application form, so start putting together medical evidence straight away whilst waiting for the forms to arrive. www.gov.uk/attendance-allowance
If they both successful and receive AA then they may also be eligible to claim additional premiums if they receive PC, and no one claims carers allowance for them.
