I'm not aware of any changes to the ESA rules in regard to SSP,.
So If it is being paid then a person cannot claim ESA, however, if it is not then I think that you can although I cannot guarantee it, it is one of the things that I don't think anybody in the Government has thought of yet. You may need your employer to complete an SSP1 form explaining the payment cannot be made by the employer.
