There is a definition of repeatedly in our PIP Claim guide in the section about "reliability" but it won't answer your questions as it is not that specific.
Your examples are not good ones and I would not expect you to score for either restriction you mention. For Moving Around, you really need to have a look at the Descriptors and the distances that are considered, for Preparing a meal you are not required to prepare and cook more than one meal unless you can show that due to your health issues it is a necessity.
