If you are able to afford the extra cost then I would send it recorded and keep the evidence that it was delivered from a screen shot of the tracking web page.
At least then you can have confidence it was received.

Hello Brian
For future reference, I returned both my last DLA to PIP and ESA applications using the prepaid envelope enclosed. Unlike the Tardis, the envelopes are never big enough to return all my 'bundles' of information, so, I attach the prepaid envelope to a more suitable size one and then pay the extra postage needed, usually recorded deliver. It certainly saves a significant amount of money on postage and so far, I have not experienced any issues re delivery. Sue
