Lcwra and pip Jeremy Hunt new rules

Hi could please help me understand what the new rules by Jeremy hunt applies to me am on lcwra and pip do this new rules apply to me I have a lot of disabilities like having only 20% of my hearing tremor in my hands, sciatica in my legs which I had them crushed I have bulging disk in my neck my feet and toes keep going black if I don’t elevate my legs for the day with a lot of fluid building up in my legs and on my ankles and diabetes 2 clinical depression and anxiety and I have lot more going on so will this new rules apply to me because there’s no chance of me going me out of my bungalow also I have a very bad history of falling thanks
