ESA MANAGED MIGRATION FROM ESA TO PIP (WHEN IN SUPPORT GROUP)

I have this week on Thursday done the 3 way telephone claim with Citizens Advice Bureau, for managed migration from ESA to UC at first it seemed to go away and I am in the Support Group migrating across emphasising that my status remains the same. I stated that I am housebound reliant upon care ambulance transport in my wheelchair for hospital appointments and home visit patient with GP!

I stated that under reasonable adjustments that I wanted biographical telephone ID check that I do NOT have photo idea (re: NO passport due to NOT being well enough to travel) My bank makes all my transactions for me via telephone banking because I am vulnerable adult! They said should NOT be a problem as they can check from my ESA and PIP. So I do NOT receive bank statements unless I have a need to request one. I do have my debit card and I do have my cheque book with sort code details on and my account with Nat West. SURELY THIS SHOULD HAVE SPOKE VOLUMES ABOUT HOW VULNERABLE THAT I AM. DUE TO ALL MY DISABILITIES!

I do NOT have an 'app phone again due to my disabilities, my laptop is set up for me to talk and it will type due to my disabilities!
After the UC advisor took all my details the Citizens Advice Bureau agent stayed on the line to speak with me afterwards and we both thought it went well!

THEN THE NIGHTMARE STARTED

Less than an hour later my landline rang and it was the local job centre (female) stating that she was calling due to me just completing the migration from ESA to UC I did state that this was efficient and said is for the biographical ID call? She replied that I could NOT have the biographical ID phone check because:

1) I did NOT make the claim on line;!!!
I do NOT have photo id THEY HAVE GOT TO SEE A BANK STATEMENT - I HAVE TELEPHONE BANKING BECAUSE I AM VULNERABLE ADULT WITH MY BANK NAT WEST! AS SUCH I CALL THEM AND THEN THEY PAY MY BILLS I DO HAVE ON-LINE ACCESS BUT FOR THIS REASON BUT AS I AM VULNERABLE ADULT THIS HOW NAT WEST PAY MY BILLS AND OR I USE CHEQUE BOOKS AND CARE WORKERS POST FOR ME! AS SUCH THIS MEANS I DO NOT GET POST STATEMENTS UNLESS I REQUEST THEM! I WAS TOLD BY CITIZENS ADVICE THAT THIS WAS/STILL IS UNECESSARY WHAT SHE IS SAYING BECAUSE I HAD PROVIDED MY BANK ACCOUNT AND SORT CODE DETAILS THE ONLY ACCOUNT I HAVE AND INDEED WHEN UC REQUEST THE FILE FROM ESA THEY WILL SEE THE CORRECT BANK DETAILS.

2) I could have a home visit BUT it would delay me receiving my 1st payment!!! Welfare officer at my housing Association said this is WRONG and in contravention of Equality Act 2010 as have CAB said the exact same thing!

3) Then she asked who I banked with I replied NatWest she then said they do NOT print your sort code and account number on your bank cards anymore. You Need to get a statement and try to be got into us on Tuesday 17 June 2025 your care worker can get you in NO they do NOT do that they wash dress feed me and even if there is what they call outreach it is set times and they are NOT to be demanded to fit in with what is convenient for DWP

4) I told her all of the above then she said I will call you back in an hour for you to let me know but it WILL delay your claim and money by up to another month if you wait for our home visit team. I then said I will NOT get a bank statement sent out to me in the post by Tuesday 17 June I will order one over the phone now BUT it will take up to 5 working days to be sent to me and today is Thursday and they are sent by 2nd class. She replied she wanted it for sort-code and account purposes! (I KNOW THAT THEY SHOULD NOT BE DEMANDING MONTHS UPON MONTHS OF BANK STATEMENTS FOR MANAGED MIGRATION WHEN I AM IN THE SUPPORT GROUP!) I reminded her of this and I said that it would take longer than an hour for me to get in touch with everyone I NEED to. To meet her demands!!!

5) I called Citizens Advice Bureau back called someone I KNOW and the Welfare Officer at my Housing Association they have agreed to literally handle me to get me in to them with all the equipment I am in BUT then after that THERE WILL BE A COMPLAINT FROM THEM AND ALSO THE CAB

6) She called me back from Job Centre gave me Thursday 19 appointment BUT now I am worried that the postal statements will NOT get to me in time THEY SHOULD but I am at the mercy of Royal Mail!!

7) The woman from the Job Centre was more than persistent she was frantically calling me it was tantamount to harassment and indeed blackmail over it delaying my claim if I wait for home visit because they are busy and they do NOT have the staff to send out on home visits in a timely manner because they are NOW having to deal with so many claims because the Government has ramped up the deadline for ESA to be wiped out!

8) As I state my cheque book has my sort code and account number on it and name etc and I have ALL other forms of ID in paper bills and she states that she only has to see my bank account details sort code and account number from Nat West well thatis on my cheque book but she demands bank statement which should get to me before Thursday BUT might NOT if post is delayed!

SHE IS GOING TO HAVE A SHOCK AT JOB CENTRE AS IT IS THE WELFARE LADY FROM MY HOUSING ASSOCIATION PHYSICALLY ASSISTING ME AND SHE WILL BE RAISING THIS AS COMPLAINT AND A FRIENDS HUSBAND TAKING US IN HIS VEHICLE WHICH IS SUITABLE FOR WHEELCHAIRS. THAT IS BOOKED IN FOR ME WITH ALL NOW BUT I COULD VERY LIKELY REQUIRE MEDICAL ASSISTANCE WHILST I AM IN THERE BUT WILL GOO IN EVEN IF STATEMENT DOES NOT GET HERE IN TIME TAKE MY CHECK BOOK WITH DETAILS SHE CLAIMS SHE NEEDS TO SEE AS THEY ARE PRINTED ON THE CHEQUE BOOK/CHEQUES (RE: sort code and account number) Then the Welfare Officer will state that this is against my rights to them and then I will be stating that also and hopefully the bank statement will be here but if NOT I will then be stating you harassed me to get me in here and indeed in her demands for it to be when she said and when being extremely oppressive and yes threatening my money would be delayed by a further month well she is going to have a shock that the welfare officer will be with me!

My question is if the bank statements are NOT here by Thursday and taking into account ALL of the above I have documented where do I stand and what can I do if the bank statement is NOT here as I doubt the level of assistance I require and am being given by the above persons can be facilitated for me easily a 2nd time and there is NO WAY I could manage it on my own!

Any suggestions or rights that I am missing that I can rely upon if the worse case scenario does occur?

This is totally exacerbating my disabilities and chronic long term incurable ill-health

Any suggestions would be greatly appreciated.

Hi DJ

She has made a mistake. The Biographical Test can be done if a claim is a telephone claim. There is a also a facility called a Biographical Check which is ID verification by an authority such as a GP.
If you tell me the CIty or County of your residence I will find the correct DWP manager to complain to.
You could also find the email address of your MP to consider for a formal complaint.

Please go ahead and contact who you see fit to contact over who you can contact over what is being done to me.

I LIVE IN ST AUSTELL, CORNWALL

For the following reasons:

1) It is going to take 2 people to get me into the job centre to meet the female job centre demands

2) It is the Welfare Officer for my area and a friend's husband who is getting me there on Thursday

3) Also, my bank, Nat West are DOING ALL THEY CAN TO ENSURE I GET A BANK STATEMENT FOR HER AT THE JOB CENTRE TO GET MY SORt CODE AND ACCOUNT NUMBER TO MEET HER OPPRESSIVE THREATENING DEMANDS

i) They already have as they would have the ESA file and indeed I have provided them with MY BANK SORT CODE AND ACCOUNT NUMBER during the 3 way call. For the migratioin from ESA TO UC and they damn well KNOW I am in the support group and on indefinite award for PIP as I will NOT get better) This obviously could change if the reforms go ahead!

ii) Woman from Job Centre has been informed I could take ill due to this while in Job Centre

4) The Welfare Officer WILL be taking notes on Thursday who will be with me, it is NOW all booked for Thursday Indeed the Welfare Officer wants to KNOW WHY they have done this as I am NOT the only person in the Close that I live in ALL one bedroom bungalows for the disabled that they have done this to over the managed migration from ESA to UC

5) My GP practice there has been a lot gone on. Indeed, a meeting with my social woker and the CEO of my GP Practice. As who had been my GP for 10 years caused me more harm pertaining to one of my main, but many disabilities by wrongly instructing my OT to do something to me which has caused more harm to my crushed left leg! I stood up for myself and did NOT hold back but then he got the sympathy vote because he has a very unwell family member. However he has very unwell patients such as me and ethically he is in the WRONG as are the Practice. They are a group practice (which means they rolled 7 GP Practices into one and have the monopoly on the area where I live so UNABLE to get away from them as are all who live where I live as we are out of the catchment area for the other practices. Who I am with has the total Monopoly in the area.

The GP who had been mine GP for 10 years had major illness in his family whereby he ran a 100 mile ultra marathon to raise money for that charity. I was one of a few of his patients who fully backed him with admiration. However, since that time ethically he has been rather inappropriate to me and a few others. I have a facial tumor myself that is benign but causes no end of problems but as with my orthopaedic situation they are unable to operate due to RARE proven positive allergies!

So while the GP Practice blame me for the breakdown in relations because my PTSD had been triggered due to being sexually assaulted by a female care worker (CASE proceeding with Public Protection Unit of the Police) I am female and really struggling psychologically with what has been done to me! RIGHT NOW. Even then I have had to be blamed entirely for the breakdown of relations with who had been my GP for 10 years even though I more than empathize with what his family member went through ethically his attitude has changed towards his patients BUT they are NOT listening to that! Also WRONG call over my crushed left leg then in this 'clicky' Cornish community the local job centre have done this to me!

Whereby they are in the WRONG at the Job Centre and indeed more than mistaken!

Therefore, my trust levels are at an all time low!

The GP Practice would NOT be allowed to decline verifying my ID BUT they would BE DIFFICULT and take their time over it! As relations have become that bad!

They probably all socialize with one another!

The reason I KNOW that the GP Practice would take their time to verify my ID is because it has happened with another patient in the support group migrating across from ESA to UC on managed migration.

Also they were one of the GP practices towards the end of the Tory reign were consulted about Welfare reforms and then continued on the sly by the current Labour Government whereby they were ALL for the reforms.

6) The job Centre in St Austell is on a hill. There is NO Parking and indeed where there is parking it is across a busy main road.
Due to this FACT it is going to take 2 to assist me up the hill into the job centre whether my electric wheelchair is used or my transit wheelchair is used. Even with the electric wheelchair I will have to be stabilized either side and even with my electric wheelchair I am NOT safe outside with it on my own due to what is physically wrong with me disabilities and ill-health being on 29 tablets a day plus morphine continuously going through my system for pain relief. As such their favorite PIP words safely and reliably will be thrown back at them on Thursday

7) Road works on the road where I live. FACT has prevented traffic from entering in and out for over 2 weeks disrupting care. and other things that those of us who live in this close of disabled one bedroom bungalows for the disabled as such the Welfare Officer will have to in either my transit wheelchair or electric wheelchair get me to where my friend's husband vehicle who are taking us can park nearest to where I actually live.

There is only one road in and one road out for vehicles in the close where I live as such having to take me down a pedestrian path to even get me to the vehicle this end. Indeed the Job Centre on the hill is at the end of this major road in and out of St Austell!

8) I am scared that if the bank statement does NOT get to me in time that they will demand me in AGAIN!

BUT I WILL HAVE THE WELFARE OFFICER FOR MY AREA WITH ME,WHO HAS GOT TO WRITE A REPORT UP AFTER WE HAVE BEEN ON THURSDAY AS I AM NOT THE ONLY PERSON IN THE ST AUSTELL AREA THAT THE JOB CENTRE HAS BEEN THIS OPPRESSIVE AND THREATENING WITH KNOWING WE ARE IN THE SUPPORT GROUP BEING MIGRATED ACROSS AND NOT GIVING A DAMN ABOUT THE STRESS, PAIN AND THE INCONVENIENCE TO THOSE HAVING TO ASSIST US TO MEET THEIR DEMANDS OTHERWISE OUR MIGRATION WILL BE DELAYED AND MONEY STOPPED.

EVEN THOUGH I AM UNDERWEIGHT IT IS STILL GOING TO BE A HEALTH AND SAFETY RISK GETTING ME THERE WITH WHATEVER OPTION OF EQUIPMENT WE USE AND INDEED MY PAIN LEVELS ARE HIGH AS IS MY VOMITING AND INCONTINENCE!

9) I WILL be contacting my MP - Noah Law (Young Labour MP) He has NOT responded to any of my correspondence over the reforms and INDEED he is all for it. However, HE should be acting on this! WHO KNOWS if or NOT he will. He is all for the reforms and the punishment of us who in Labours opinion are a burden on society!

10) Another gentleman who lives in my close bungalows for the disabled same situation as me and 2 members of his family had to get him in his wheelchair. to be migrated across from ESA to UC so please go ahead and contact who you NEED to as WHAT HAPPENS IF ROAD WORKS renders me and the 2 person's assisting me to meet their demands are UNABLE to get me there due to either my personal circumstances disabilities and ill-health and/or the road works prevent it.

Therefore, you are free to contact who you NEED to and I will be taken in on Thursday BUT GOD help the Job Centre if I end up hurt or injured due to the FACT I am a housebound patient on 29 tablets a day plus fentanyl continuously going through my system for pain relief! Which really makes me drowsy, one removed and causes vomiting. FACT


Complaints will be going in after this BUT I have got to get through Thursday first and I WILL be going in with the assistance as that is all booked in and those 2 persons assisting me have booked to get me there as such there maybe more to add to the complaint by Friday.

What would happen IF due to ALL of the above it becomes a situation that I am UNABLE to be got in?

It would be a good idea today to send a UC Journal message to the Work Coach saying that you are going to send an email to This email address is being protected from spambots. You need JavaScript enabled to view it. and this will be a District Manager's complaint.
I also live in Cornwall and am familiar with some of the DWP staff here.

Hi David I do NOT and WILL NOT have work coach. I am being supposedly management migrating across from ESA Support Group to LCWRA on UC. NO WORK COMMITMENTS. I SPEAK INTO MY LAPTOP TO COMMUNICATE AS SUCH IT WILL BE EITHER BY LETTER OR PHONE CALL AND MY ONLY COMMITMENT IS THAT I WILL LET THEM KNOW IF THERE ARE ANY CHANGES IN MY CIRCUMSTANCES AS I HAVE INFORMED YOU IN PREVIOUS EMAILS. AS I AM TALKING INTO MY COMPUTER NOW THAT IS THE REASON WHY I DID NOT DO THE ON-LINE APPLICATION FOR MIGRATION FROM ESA TO UC! THEREFORE I WILL NOT BE HAVING A JOURNAL IT IS BY LETTER OR PHONE COMMUNICATION.

This they have accepted and said you will NOT have any work commitments the only commitment will be that I let them know if my circumstances change.

As I have STATED in all previous emails due to the way my laptop is set up I speak and it dictates this would have been an absolute catastrophe if I had done an on-line managed migration from ESA to UC. It does NOT download forms well and indeed due to dexterity it is what is easiest for me.

Due to disabilities my laptop is set up a certain way. Managing the on-line migration was NOT the way to go for me and my disabilities.

Cornwall are NOT equipped to deal with a lot and indeed so I will NOT be having a journal to communicate IT HAS ALREADY BEEN SET UP via the 3 way call that it is down for them to communicate by phone (land-line) and letter.

However, I AM IN SUPPORT GROUP with ESA, Enhanced rate for daily living and mobility I was awarded indefinite award! Do NOT KNOW what will happen if these proposals go ahead!

My commitment will just be to state I will notify them if there are any changes in circumstances! Of which she stated at the DWP that I was RIGHT! However, they are short staffed and then the oppressive threat that my migration would be delayed

LETS HOPE THERE ARE NO ISSUES OVER THE ABOVE NOW I HAVE CONFIDED THAT I DO NOT HAVE TO ANSWER TO A WORK COACH AS IT HAS ALREADY APPARENTLY FLASHED UP ON THEIR SYSTEMS WHEN THE 3 WAY MIGRATION CALL WAS ON-GOING THAT IT STATED - NO WORK COMMITMENTS.

It was her at the DWP in Cornwall at the job centre that said that 'You have NO passport ID' and then the oppressive, harassment that although I was entitled to a home visit It would delay my migration for an additional amount of weeks, as NOT enough home visit team personnel to get through in time due to the ramping up off the ESA migration to UC! She needs to take that up with Kendall Reeves and Starmer and MR Timms then doesn't she NOT take it out on the housebound claimants.

IT takes 2 to assist me to go anywhere.

I am home visit patient with GP

I am ambulance transport to and from the hospital for ALL my appointments.

I do have electrical equipment but due to the extent of medication, the nature of 2 of the main, but many disabilities I have even with electrical mobility wheelchair and scooter NOT safe and reliable. There DAMN favoruite PIP words.

As such it is going to end real serious harm is going to have to happen inside their job centres and indeed a massive legal claim for them to start understanding the Equality Act 2010. However, it always has to be at the expense of a human being!
Also that the biographical ID could NOT be carried out over the phone because I did NOT do the on-line claim. NO because it is NOT easy to do with dictate and type facility and AGAIN I am physically unable to use an 'app phone! Due to disabilities, same reason I do NOT have a passport as due to disabilities physically UNABLE to go abroad.

It is going to take a major disaster in these job centres where they are liable due to

FACT IS THEY DAMN WELL KNOW MY CONDITIONS CIRCUMSTANCES WILL NOT CHANGE I WILL NOT IMPROVE OR GET BETTER! HOWEVER SHE IS NOT DISPUTING THAT JUST DECIDED TO BE OPPRESSIVE AND HARASS WHERE SHE FELT SHE HAD THE POWER.

IT WILL BE ASKED OF HER LATER TODAY, WHY HAVE YOU PUT ME AT RISK? NOW YOU CAN CLEARLY SEE IT TAKES 2 TO ASSIST AND MANAGE ME WHEN YOU COULD HAVE DONE A BIOGRAPHICAL IDENTITY PHONE CALL!

Yes I also KNOW about Cornwall how everyone KNOWS everyone else if there is one thing that my housebound disabilities and ill-health does prevent me from is as I am isolated they can ALL only make it up about me as they do NOT KNOW IT!

As I state, another gentleman who lives in my close (a close of bungalows for the disabled his two relatives had to get him in his transit wheelchair, the same way my assistance are having to get me in!

I do KNOW that CAB are on Friday contacting the Partnership Foundation as is the Welfare lady assisting with my friend's husband to get me in!

Managed to get the bank statement for their proof.

I will however, be able to speak into my laptop to send the email to the District Manager at the address you have given me, whether that is the same as the CAB will be forwarding and the Welfare Officer attending with me I do NOT know.

Most night's I do NOT sleep well whatsoever, due to pain and of course the flashbacks since the PTSD has been triggered since the assault! I am on enough meds' to sink the bismark as such due to physical pain and discomfort never do sleep well. Without the PTSD being triggered. Then the DWP doing it because she can! Well bit of a shock starting tomorrow. With the assistance attending with me to physically support me and then the raising of complaints where they each will NEED to go.

At least I will have 2 people with me (what is now later today) NEEDS to be otherwise would NOT be able to have facilitated but this does NOT mean they can make these demands on me AGAIN! Care Workers are busy and even if you were to have 'outreach' as part of your care package. That is strictly at the same time they are NOT there to fit around the DWP's demands!

Care is there to wash, dress, feed, and assist/ prompt take meds, then they move on to the next client. They are NOT there to meet DWP demands.

Sooner or later there is going to be a major incident over this malarkey!

They do NOT even KNOW their own legislation.
