ESA to UC migration: ID verification for partner with EU passport was created by belarion
Hi there, I recently received my migration letter for ESA (Support group) to UC. This needs to be completed by the end of August.
I've studied your guides and tried other advice services, but haven't been able to find the answer to the following:
I'm aware my partner will need to also create a UC account and link it to mine in the process, then provide online ID verification.
Can she use an EU passport for the online verification as I can with a UK passport?
Outside of an EU passport she has the following forms of ID: National ID card (EU), NHS letters, Utility bills, NINO number/ letters relating to this, UK Marriage certificate, EU settled status infos/share code, Letters from DWP with name/address/NINO. She lacks a bank account/statements, or a driving licence.
There was no issue with ID check at JS when she obtained a NINO some years ago, but I'm concerned whether this will now be problematic to complete in the online UC migration form, or via any telephone biographical check.
I was told by CAB this can similarly be done in the JS first UC appointment, but I'm going to attempt to ask for this to be done via phone due to "reasonable adjustments" in my migration app as I currently have a leg injury, and it will be very difficult to travel there with her.
Thanks her any help you can give. Best wishes.

Nothing on this board constitutes legal advice - always consult a professional about specific problems

Hi belarion
She cannot use a EU passport for online verification but she can use it face to face at the Jobcentre. The alternative is if she satisfies the conditions of the Enhanced Support Journey, to request a Home Visit by one of the DWP Visits Team.

Thanks greatly David, for the definitive answer
Will we then be able to actually complete the UC form on her linked account or would the ID check create a ‘roadblock’ so to speak. Then how to do this?
I am the claimant, she is simply my partner/live with me (no health issues) so has to be on the claim.

Hi belarion
As she doesn't have a health issue I expect she will be asked to attend the Jobcentre. She may also have to go through the Habitual Residency Test questions at the Jobcentre.

Ok. Thanks.
So, what you say, we can complete both online forms prior to any JS meeting without partner’s ID check being fully complete?
Sorry if that seems obvious to you. I have no idea about this.
If you have any link on habitual residency test questions post here, o/w. I will look it up.

+ would it be a good idea to submit the online migration forms a certain period of time (allow X days/weeks) before the the Online form history expires (28 days?) in relation to needing to do the id check at JS
