When the previous Tory government devised UC to replace all the other means tested Benefits they made changes to generate savings. One of these being that all DWP mistakes within UC which count as official errors are absolved as far as overpayments are concerned. This means that a mistake that led to an overpayment that didn't have to repaid with the old ESA now with UC has to be repaid in full. They also introduced Civil Penalties, that is fines for claimants who forget to declare something that leads to a UC overpayment.
