Is this normal?
I submitted a (late, but with good reason) Mandatory Reconsideration Appeal relating to an award dated 10/06/25 and have been awaiting an appeal date hearing.
Today I received 2 text messages from DWP (at 9.27 am), the first read:-
“ Personal Independence Payment would like to talk to you about your recent appeal request. We will call you at 09.25 AM on today. If you're not available at that time please contact us on 0800 121 4433”
The second text message read:-
“Since we received your PIP appeal, we have looked at all the evidence again. We can change our decision but we need your agreement to do so. Please call on 0800 121 4433”
I called DWP when I saw the message around 20 minutes later and eventually spoke to a pleasant representative. He informed me that DWP had an offer to make ie that my mobility component and been increased to the enhanced rate for 5 years but the daily allowance remained at the standard rate and asked if I wanted to accept and then there would be no need to proceed to a tribunal hearing.
I was taken off guard and asked if there was a deadline for accepting this offer as I needed to discuss this with my husband and daughter but did state that I felt my daily living was severely affected and was disappointed that major issues had still not been considered. The representative asked how long I needed and said he would make a note that I would call back perhaps today or tomorrow to give my decision.
Some of my needs and required medical aids have become worse since the appeal submission and I acknowledge that they cannot be considered as part of the appeal evidence and I have since informed DWP/PIP of these changes and already asked for them to be considered for extra points from the appropriate date, but there are long standing daily living issues that have been ignored or considered not relevant.
The question I have is -is this a common occurrence from the DWP and should I proceed to tribunal to pursue the daily living enhanced rate.

It is quite common for the DWP to make an offer to claimants before a Tribunal takes place, and claimants are often not entirely satisfied with the offer. Only you can decide whether or not you want to accept. As you said, the appeal will only judge whether the assessor made the right decision at the time of your assessment and can't consider anything else.
I noticed that you said you had informed them of your deteriorating condition and asked them to be considered for extra points. Was this just in a general way, or did you specifically say that you were submitting a 'change of circumstances" ? Because if they were looking at a change of circumstances, they should have sent you a review form to reassess you.
You could accept their offer and then apply for a formal change of circumstances, which will look at any deterioration you have experienced. Or you could go forward with the appeal and if the appeal didn't go your way submit a formal change of circumstances.
