I did a Google search for Tribunal eveidence and came up with the following link that might be of interest.
www.cpag.org.uk/cro/wrb/wrb207/evidence.htm Apart from discussing the admissability of evidence it also has case law CDLA/1471/2004 from the Upper Tribunal, this also discusses the admissability of evidence produced after the original decision.
Basically, it is for the Tribunal to decide what is evidence and for the Tribunal to decide whether it should admit it.
