It's in Clause 51 of the Welfare Reform Bill.

Which will not become law until it's been through both Houses of Parliament and received Royal Assent. So at present it's just a proposal.

This is also the case with the CPAG publications, as the Welfare Benefits and Tax Credit Handbook 2011/12 will not available until mid-April onwards, to accommodate any late benefit or legislative changes.
