A common reason for this issue is due to the employer & can range from the employer committing fraud by deducting NI & not passing it on to HMRC or in the case of large organisations, such as the NHS, by a glitch in their payroll system.

The fact that an employer gives you a P60 showing tax & NI does not mean it's actually been paid correctly to HMRC.

The first port of call for any NI / tax query should be with the employer.

I was informed that around 2012 the Hmrc changed computer systems and alot of the records were lost or failed to get sent over correctly. Strange how we have to prove we've paid NIC when it's there fault. I am still waiting for HMRC response to sending in my P60'S, now been over 6 weeks.
The DWP told me they only saw that contributions were unpaid and they couldn't see or access P60's. That's why they ask you to send them to them. I do think it seems to be delay tactics.

Hi. My mums CB ESA is sorted for now. HMRC had no record off my mums NI contributions for year 2012-2013. Finally after numerous emails to her old work she got her P60 for that year sent to her as proof. The DWP told her she is more than entitled too it now. Thank you for all your messages.
