My guess and I stress it is a guess, is that the CM who phoned you intended to make a Decision without referral to an Assessment Provider but has then been told by a more senior Decision Maker that you do not fit the criteria, hence the second call.

If you have been referred to an AP then the next stage is for them to decide whether they write an assessment report without seeing you, they may write to any medical contacts that you have included on your form.

If the AP does not feel that they can produce a report then they will issue an appointment for face to face assessment, realistically, it is only at this point that you can get involved again with the process, asking what additional information and who it needs to be from would allow a Paper Based Review to be done.

Once a Decision is made then an assessment cannot be required, any MR would have to be based on the information already available, yours and any that the DWP had collected.
