What does this mean? Is it saying that the decision maker should decide if I'm in wrag or support group??
As said I was placed in wrag, but if that statement means that I should be in support group can I or should I appeal?
Any help be good...

The use of an "or" means that the statement is confusing, does the report refer to any of the Descriptors or the Substantial Risk Regulations?
I think you will need to find a specific recommendation for the SG in the report in order pursue the matter further, especially given the time since the Decision was made. It should give an indication of the Descriptor you met for each of the ESA activities.
