Can you use decisions was created by ethan

You don't say what benefit the MR was for and how long ago it was, but in principle yes.
You need to explain in your PIP2 why it is still relevant to your conditions as they are now and if it was for another benefit such as ESA, why it is relevant to your PIP claim, although there are some areas of overlap between ESA and PIP the criteria are actually different so you need to make sure that it is supportive.

Apologies it was DLA specifically due to virtually being unable to walk. The mandatory decision was for something completely different. I imagine the same situation ought to apply with regards to the provision of evidence to show the condition had not improved?

Be aware that the criteria for DLA's virtually unable to walk are not entirely the same as for PIP's Moving Around and the accepted distance for DLA was 50m which only equates to the Standard rate for PIP if accepted.
