is it possible to get high mobility if you can prove that you can be a risk to yourself or others due to serious mental illness like schizophrenia

As you mention 'high mobility' I assume you are talking about a claim for PIP? I'm afraid there is no 'special circumstances' route to PIP (unlike ESA).
