Contact the DWP, there should be no reason for a second assessment.

Sorry I did not read your post properly, however, I do not understand why they are reassessing the DLA if there is a PIP Claim is progress, the DWP shouldn't be doing this, if the DLA award was up for renewal then it should have been extended by a year to cover the PIP transfer!
I'm afraid the DLA assessment will not substitute for a PIP assessment the criteria used for the two benefits are fundamentally different, so she will need to attend the PIP assessment. A home visit is allocated when the Assessment Provider accepts that the claimant would be unable to attend at their offices.
