Hi Gordon And Katy P,
I have spoken to Carers Allowance and they are going to email the office paying my CB ESA about an "underlying entitlement". I have also spoken to ESA and told them about the email, they have said once they receive the email they will sort things out (hopefully). Watch this space.....
Rob.

Hi Gordon,
Just thought I'd let you know that I have heard from ESA stating that I am entitled to Carers Premium due to my ESA being income related and have received a "back payment" for Carers Premium from them. Thank you for your support throughout this matter especially when I have felt like giving up on chasing my entitlement. Rob.

That's good news, sorry that you received so much bad advice in the interim, you'd think that the DWP would know better.
