You can make a new claim for ESA providing your last claim did not end in a Fit for Work Decision, if you closed the claim yourself then this is OK. If it was then a new claim will only be accepted if you can show a new condition or a deteriorated one reasonably likely to result in an award.

If you are in Universal Full Service area then you need to make a claim for New Style ESA, this is the equivalent of what is now called legacy Contribution Based ESA, this assumes that you can meet the Contribution Conditions based on the Tax Years 2015-16 and 2016-17. If you can't then it would be a claim for Universal Credit itself.
