Tribunal and pip

I recieved a letter saying my mr was turned down. In a section of the file they sent for the tribunal the page title is headed questions for the tribunal
It reads if the tribunal decide I am entitled to pip that a fixed term award will be inappropriate and a on going award with with a pip review date after 10 years will be applicable
It's all very confusing thanks
