I understand from this site that having a slight suntan can go against you. Is this true? And if so how ridiculous is that? Does this mean that if I am applying for PIP I am not allowed to go outside or even sit in the garden for a short time?

It's only an issue if the circumstances in which the tan has been acquired are at odds with your stated limitatioms in completing the PIP activities. So as an example your tan wasw the result of a holiday abroad and you stated that you cannot go out or having problems with mixing with people then this could be an issue.
